Abstract
The High Mountains Region (HMR) of the state of Veracruz is characterized by a great natural and cultural diversity, though there exist a low rate of human development and high levels of poverty. Nowadays there is a global, national and worldwide push to preserve and take advantage of natural and cultural heritage as a development alternative. It is considered that the identification of the identity elements of RAM offers the opportunity to strengthen social empowerment to generate a greater preservation of their natural and cultural resources, and with it, to generate alternative sources of economic income through sustainable tourism. This research presents a methodological proposal for the identification of identity elements of HMR. Participatory methods were used to “key informants” in the region. A total of 79 natural and cultural elements representing HMR were identified. Knowing these would allow the promotion of local tourism through the empowerment of the population to contribute to the quality of life of the inhabitants
